
The Metropolitan Manila Development Authority (MMDA) has rolled out significant upgrades to its No Contact Apprehension Policy (NCAP) portal. These upgrades aim to enhance the “May Huli Ka” website with new features to make traffic violation management more convenient for motorists.
Under the updated portal, motorists can now view photo or video evidence of violations by entering their license plate and Motor Vehicle (MV) file number, offering a transparent way to verify citation records. The system also allows multiple vehicles to be registered under a single account. This feature is most useful for logistics or transport fleet operators, transport network vehicle service (TNVS) operators, and other commercial vehicle operators who need to monitor vehicle records for several units simultaneously.
For those who wish to contest a ticket, the website’s new E-Contest feature enables online dispute filing. Verified users can submit necessary details, upload required documents, and wait for the resolution through email from MMDA’s Traffic Adjudication Division.


Lastly and most importantly for a wide scope of motorists, MMDA has also formalized a partnership with G-Xchange Inc., the operator of GCash mobile wallet super app, to allow payment of traffic and littering fines through the app’s Pay Bills facility. Each transaction comes with a P7 convenience fee, which is now cheaper than the previous P12 fee.
According to MMDA Chairman Romando Artes, the May Huli Ka portal enhancements reflect the agency’s commitment to digital innovation and improved public service. The executive noted, “With the new features made available on the website, motorists can now check on their records anytime and anywhere as we continually improve on the system and make it more inclusive.”
Industry movers and shakers welcomed the developments. A representative from ride-hailing firm Angkas called the upgrade a step forward to improve road discipline, while a Grab Philippines representative highlighted that MMDA’s consultations with sector stakeholders helped shape the improved portal. They also urged vehicle owners to ensure that their registration and ownership data remain current, and promptly process any transfer of ownership if needed.

Looking ahead, MMDA is developing its AI-based cameras to include automatic detection of overspeeding vehicles. MMDA expects the feature to improve the accuracy and efficiency of its speeding violation detection processes by adopting automated AI technology. Currently, MMDA uses handheld speed guns to detect overspeeding motorists.
As of November 30, 2025, MMDA has logged 252,315 NCAP violations, 119,345 of which have been validated. Its current enforcement infrastructure includes 186 AI cameras, 348 CCTV cameras, and 100 body-worn cameras.
