ABMAP urges continued support for PUV Modernization amid calls for suspension

In a firm stance on the future of Philippine public transportation, the Automotive Body Manufacturing Association of the Philippines (ABMAP), led by Executive Director Edgar Manuel, has reiterated its strong support for the Public Utility Vehicle Modernization Program (PUVMP). This advocacy comes in response to calls for its suspension, with Manuel emphasizing that modernization is crucial to ensuring safer, more efficient, and environmentally friendly public transport.

“The PUVMP is not merely a policy initiative; it is a fundamental necessity,” said Manuel. “Modernizing our jeepneys is about enhancing passenger safety, improving operational efficiency, and elevating the commuting experience for millions of Filipinos. Any delay would be a step backward in our nation’s progress.”

Acknowledging concerns raised by stakeholders—particularly regarding financing and vehicle selection—Manuel stressed the importance of constructive dialogue over outright suspension. He called for refining implementation strategies, expanding financial assistance, and ensuring a seamless transition for all involved.

“While we recognize the challenges faced by small operators, halting the PUVMP is not a viable solution. The focus should be on strengthening support mechanisms to facilitate smoother adoption,” he explained.

Beyond safety and efficiency, Manuel highlighted the long-term environmental benefits of replacing outdated jeepneys, which significantly contribute to pollution. He noted that modern jeepneys integrate advanced safety features, fuel-efficient engines, and eco-friendly technology, aligning with global sustainability goals.

Addressing financial concerns, Manuel reassured operators that both government and private sector entities are committed to providing accessible financing options. “We remain dedicated to assisting our transport operators through this transition by ensuring adequate support systems are in place,” he stated.

Manuel urged the public and key stakeholders to recognize the long-term benefits of modernization. “This program is about progress—ensuring a safer, more reliable, and sustainable transport system for future generations. Let’s work together to overcome short-term hurdles and build a better public transportation network,” he concluded.

ABMAP remains steadfast in its commitment to the PUVMP and encourages collaboration to address concerns, refine policies, and drive forward a modern, globally competitive transport system.
