During the celebration of Toyota Motor Philippines Foundation’s (TMP Foundation) 35th Anniversary, Toyota Mobility Foundation (TMF) and the Philippine General Hospital (PGH) have officially signed a Memorandum of Understanding for its Healthcare Mobility for All (“HEAL”) Project, to usher in a new chapter in accessible, convenient healthcare with mobility serving as the bridge to better care for all.
TMF, committed to advancing inclusive mobility solutions in Southeast Asia, has selected the Philippines as the site for this new pilot initiative. Anchored at the Philippine General Hospital (PGH) – the country’s largest government referral hospital, with an extensive network of outpatient services, many of which serve patients from remote provinces. TMF’s collaboration with TMP Foundation’s mission of uplifting communities, enabling local relevance and sustainability of the HEAL program.
This program will run from July 2025 to December 2026, focusing on the accessibility of healthcare for patients in Cavite and enhanced mobility for healthcare workers in PGH.
Access to healthcare is not easy for most Filipinos, especially in far-flung areas, who need to travel long hours using various modes of transportation. In the same way healthcare providers, especially those on late or early shifts encounter similar challenges. HEAL was created to make long, difficult journeys to healthcare more manageable, consistent, and less disruptive for patients and staff.
HEAL seeks to accomplish two things:
- Bring healthcare to patients in remote areas via a Mobile Clinic, utilizing two converted Toyota Coasters equipped with machinery to be able to conduct essential diagnostic services. These will be integrated into PGH IT systems, enabling online consultation booking for a new queueing system to optimize time from diagnosis to treatment for patients.
- Bringing Healthcare Professionals to PGH via three Tamaraw UV-based shuttles for the daily commute of PGH healthcare professionals with limited options, offering a coordinated and comfortable mode of transportation, in turn minimizing safety concerns, expense and through pooling reduce carbon emissions.
To make this possible, a collaboration was formed with Toyota Mobility Solutions Philippines (TMSPH) as the mobility partner, Toyota Motor Philippines Corporation (TMP) as the engagement partner, and the Deloitte Future of Mobility Solution Centre as the development and implementation partner.

Susumu Matsuda, Deputy Chairman of the Board, Toyota Mobility Foundation emphasized the program’s core principle: “Mobility equals opportunity—this is what HEAL symbolizes. With strong partnership with Toyota Motor Philippines Foundation and Philippine General Hospital, we are excited to connect people to the care they need, when and where they need it, we are supporting lives, communities, and a more inclusive future in Philippines.”
Mr. Alfred Ty, Chairman of Toyota Motor Philippines Foundation, said: “As this year marks our 35th anniversary, TMP Foundation renews its commitment to uplift the quality of life of many Filipinos. We believe that our ‘Mobility plus Health’ advocacy can empower and change lives. We have seen how efficient transportation can positively contribute to patient care and public health professionals. That is why we are proud to be part of this program — to make basic healthcare accessible for all.”
Dr. Gerardo Legaspi, Director of the Philippine General Hospital, underscored the urgent need for such interventions, sharing: “At Philippine General Hospital, we see every day how mobility shapes the healthcare journey—for both patients who travel great distances to seek care and the dedicated professionals who provide it. As the healthcare partner for HEAL, we will provide the medical services within each mobile clinic while also supporting shuttle service operations for our medical personnel. Together, we are working to build the future of healthcare—one that maintains the highest standards of care while bringing it closer to the communities we serve.”
