The Land Transportation Office (LTO) has launched an online portal that allows the public to report traffic violators and other road-related concerns, including road rage and reckless driving. The complaint is said to be directly submitted to the LTO Chief’s office, which explains what the said online portal is called, I-Report Mo Kay LTO Chief.
The agency shared that the online portal aims to make roads safer by encouraging the public to report road-related nuisances such as reckless driving, road rage, illegal operations, and even complaints against LTO personnel. The I-Report Mo Kay LTO Chief is an official citizen feedback and reporting platform of the LTO.
The reports and feedback received by the said platform will be reviewed by the Office of the Assistant Secretary, subject to existing laws, rules, and regulations. The LTO clarified that any member of the public who has concerns or feedback related to LTO services may use the platform to file a report.

The agency added that the said platform is part of its initiative to improve transparency and speed up response to public concerns. Through the portal, the LTO aims to respond more quickly, especially in cases that result in viral online attention, whether in the form of videos or social media posts. Reporting such incidents would then allow the LTO to make swifter legal actions, such as issuing show-cause orders or suspending licenses when necessary.
The public has three options when filing a report. A concerned citizen may opt to file a report via Facebook, official website, or through LTO’s hotline: 1342-586. The agency said that the hotline is available 24 hours a day, seven days a week.
The LTO noted that in compliance with RA 11032, every report received shall be:
– Recorded in the official monitoring system
– Reviewed by the appropriate unit
– Acted upon within the prescribed processing time, depending on the nature and complexity of the report
– Referred to the proper office or enforcement unit when necessary
The LTO assures that all personal information collected is processed in accordance with the Data Privacy Act of 2012 (RA 10173) and related issuances. Access is limited to authorized personnel for official use only.

Autocar’s Take
The I-Report Mo Kay LTO Chief is a nice platform to encourage the public to officially report traffic or road-related concerns. In this way, the public now has the option to take videos or photos that can be a legal basis rather than for chasing views in the hopes of having it go viral online.
However, this is not the first time that the LTO has launched the said program. Previously, the agency had already rolled out a similar initiative in 2023, which was introduced during the time of former LTO chief assistant secretary Jose Arturo Tugade. During Tugade’s time, the LTO called the program “Isumbong Mo Kay Chief.”
