The Philippines Charges Ahead with Electric Vehicle Adoption

In a dynamic response to environmental concerns and a national push for sustainable transport solutions, Filipinos are increasingly embracing electric vehicles (EVs). The Electric Vehicle Association of the Philippines (EVAP) anticipates a substantial surge in EV sales in the coming years, projecting an ambitious target of 6.6 million units sold by 2030.

EVAP’s recent data highlight a significant spike in EV purchases, with 2,557 units sold in the first half of 2023 alone. This marks a staggering 500% increase compared to the entire sales volume of 2022, reflecting a notable shift towards eco-friendly commuting choices among Filipino consumers.

Echoing this optimism, the Chamber of Automotive Manufacturers of the Philippines (CAMPI) reports a positive business outlook for 2004. CAMPI President Atty. Rommel Gutierrez underscores the industry’s response to consumer demand, with the introduction of new models and the expansion of electrified vehicle offerings, particularly in the hybrid electric vehicle segment. This diversification of options signals a maturing EV market in the Philippines, with a growing array of brands entering the fray.

Central to this momentum is the implementation of Executive Order No. 12, a strategic policy measure aimed at bolstering the EV sector. This executive order effectively eliminates tariff rates for select EV types and their components, aligning with the nation’s commitment to the Paris Agreement and its imperative to reduce carbon emissions. However, the omission of e-motorcycles from tariff exemptions has sparked deliberations within the National Economic and Development Authority (NEDA), prompting calls for their inclusion to further incentivize sustainable transportation choices.

Advocates like Atty. Vin Ching emphasize the socioeconomic impact of extending tax incentives to e-motorcycles, particularly for working-class commuters reliant on these vehicles for daily transportation needs. Inclusion of e-motorcycles in tax incentives not only supports environmental goals but also addresses equity concerns, ensuring that sustainable mobility solutions are accessible across diverse socioeconomic segments.
