A lawyer of Cojuangco owned Azucarera de Tarlac has been appointed as the new head of the Land Transportation Office (LTO).
Malacanang today, July 19, 2023, announced the appointment of Atty. Vigor de Dios Mendoza II as the new Assistant Secretary in charge of LTO.

Mendoza was formerly a board member of the Land Transportation Office during the administration of then President Erap Estrada. He was unceremoniously removed because of corruption charges.
Mendoza takes over from the position vacated by Atty. Jay Art Tugade and currently occupied by officer in charge Hector Villacorta.
Mendoza was also a representative of 1-UTAK Partylist and is currently connected to the cashless payment system BEEP.
In November 1999, Malacañang ordered the dismissal of Mendoza for issuing a memo ordering LTFRB technical and legal division heads to receive applications for PUB Certificate of Public Convenience (CPC) and setting all pending cases for hearing.
Mendoza filed a motion of reconsideration in January 2000. By October, Malacañang recalled its dismissal order after realizing the respondent acted “in good faith and without any dishonest motive.”
