The Cavite-Laguna Expressway or CALAEx, the highway that will link Cavite and Laguna is now under construction. The 45 kilometer expressway will connect Cavite Expressway (CAVITEX) in Kawit, Cavite to the South-Luzon Expressway’s (SLEX) Mamplasan Interchange in Binan, Laguna, creating a full bypass highway.
Primarily considering Laguna’s vast industrial and techno parks, CALAEx is expected to shorten the travel to and from the highly industrial area. DPWH Secretary Mark Villar said, “With the shipments coming from the port going to the industrial parks of Laguna, shipments may just take CAVITEX and then take CALAEx going to Laguna.”
Villar says the new highway should bring travel time down from 2 to 3 hours to just an hour for trucks coming from the port area to Laguna.“This will not only help Laguna’s industrial parks but will also ease the travel of people going to and from Cavite and Laguna.” explains Villar.
Secretary Villar also said they will open to the motoring public every section of CALAEx that is finished. “For every segment that we finish, we’ll be opening it to the public. We’ll have milestone and the people will be able to enjoy the project sooner rather than later.” Villar added.
Based on the original plan, from the Mamplasan Interchange to Laguna Blvd. Interchange is expected to finish on February 2019 but Villar will try to have it finished by end 2018.
MPCALA Holdings, Inc. is the concessionaire tasked to oversee the operation of CALAEx for a 35-year period, including the 5-year design and construction. The government will take over CALAEx after the concession period.
MPCALA’s CEO and President Luigi Bautista said their group is in talks with the government for another expressway development. “What’s going to be exciting is the next project that we’re looking at, which is the Cavite-Tagaytay-Batangas Expressway (CTBEX),” said Bautista. This proposed expressway is a 50km stretch that begins at Silang, Cavite passing through Tagaytay and ends in Nasugbu, Batangas. MPCALA is still hoping that the government will give this proposal a go.
